The Central Board of Secondary Education i.e. CBSE has approved the proposal of open-book assessment (OBA) in 2026-27 class 9 from academic session. The decision was taken after the results of a pilot study started in Sambar 2023. Teachers were also supported during this study.
Each term will apply to 3 pen-paper exams
Open-book assessment will be applied for 3 pen-paper exams of each term in class 9. This assessment will mainly cover language, mathematics, science and social science. It will be allowed to use resources like books and notes during the examination.

The Governing Body of CBSE proposed the open-book assessment in the meeting held in June 2025.
Promoting critical thinking
In this, the questions will be designed in such a way that they are based on analysis, application and critical thinking instead of rote. For example, questions may include case study, data analysis or solution to real life problems.
It corresponds to the National Curriculum Framework for School Education i.e. NCFSE, 2023, which is based on the National Education Policy (NEP) 2020.

If this system is successful in class 9, CBSE may consider applying it in class 10 and 11–12 as well.
Open-book exam took place in 2014
This is not the first time CBSE has used the open-book exam. Earlier, the board has also conducted an open-book exam in the year 2014. It was then named Open Text based Assessment (OTBA).
During this time, OTBA was tried in class 9 in Hindi, English, Mathematics and Social Science as well as the final exam of class 11 Economics, Biology and Geography.
However, in 2017-18, it was closed, saying that OTBA did not succeed in developing critical thinking skills among students.
