Appointment
1. Retired Justice V. Ramasubramaniam becomes NHRC Chairman: Former Supreme Court judge Justice V. Ramasubramaniam was appointed Chairman of the National Human Rights Commission (NHRC). The post of NHRC Chairman was vacant since June 1. The post of NHRC Chairman was lying vacant after the tenure of retired Justice Arun Kumar Mishra was completed on June 1, 2024. NHRC member Vijaya Bharati Sayani was made the acting chairperson.
The 6-member committee to select the head of the National Human Rights Commission includes the Prime Minister, the Speaker of the Lok Sabha, the Union Home Minister, the Leader of the Opposition of both the Houses and the Deputy Chairman of the Rajya Sabha.
- The National Human Rights Commission (NHRC) is a central human rights body in India. It consists of a chairman and five members.
- The Chairman of the Commission should be a retired Chief Justice of India.
- One member should be a serving or retired Justice of the Supreme Court and one should be a serving or retired Chief Justice of a High Court.
- Two other members should have knowledge or experience of work related to human rights.
- There should also be a woman member in the commission.
- Apart from these members, there are four other ex-officio members in the Commission. These are – Chairman of National Minorities Commission, National Scheduled Castes Commission, National Scheduled Tribes Commission and National Commission for Women.
- The Chairman and members of the Commission are appointed by the President on the recommendation of a 6-member committee constituted under the leadership of the Prime Minister.
- The committee consists of the Prime Minister, the Speaker of the Lok Sabha, the Deputy Chairman of the Rajya Sabha, the leaders of the main opposition parties of both the Houses of Parliament and the Union Home Minister.
- The tenure of the Chairman and members of the Commission is five years or till the age of 70 years (whichever is earlier).
Policy
2. Central Government ends ‘No Detention Policy’: The Central Government ended the ‘No Detention Policy’ on 23 December. Now students who fail in class 5th and 8th exam will not be promoted. Earlier, under this rule, students who failed were promoted to the next class.
Central Education Department Secretary Sanjay Kumar informed about this decision of the government through a press conference.
- Under the new decision, students who fail will be given a chance to retake the exam within 2 months. If they fail again they will not be promoted.
- The objective of the new policy is to improve the learning ability of students.
- The government has also added a provision in this that such a child till class 8th will not be expelled from the school.
- The new policy of the Central Government will affect more than 3 thousand schools including Kendriya Vidyalayas, Navodaya Vidyalayas and Sainik Schools.
- 16 states and 2 union territories (Delhi and Puducherry) have already abolished the no-detention policy.
- According to the Education Ministry, school education is a state subject, hence states can take their own decisions in this regard.
- According to the no-detention policy of the Right to Education Act, no student can be failed or expelled from school until he completes primary education from classes 1 to 8. There was a provision to promote all the students up to class 8 to the next class even after failing in the examination.

3. PM Modi received Kuwait’s highest honor: On December 22, Prime Minister Narendra Modi has been honored with the highest honor ‘Order of Mubarak Al Kabir’ on the second day of his visit to Kuwait. He was given this honor by the Emir of Kuwait Sheikh Mishaal Al-Ahmad Al-Jaber Al-Sabah. Modi is the first Indian PM to receive this honour.
This is the 20th international honor that PM Modi is receiving from any country.
- The Order of Mubarak Al Kabir is a knighthood order of Kuwait.
- This award is given to heads of state, foreign rulers and members of foreign royal families as a token of friendship.
- Earlier this award has been given to foreign leaders like Bill Clinton, Prince Charles and George Bush.
- Earlier on December 21, PM Modi had reached Kuwait on a two-day visit.
- He was welcomed at the Bayan Palace where he was given a guard of honour.
- This is the first visit by an Indian Prime Minister to Kuwait in the last 43 years. The last Indian Prime Minister to visit Kuwait was Indira Gandhi. She went to Kuwait in the year 1981.
- During this visit, defence, trade and other areas were discussed between the two countries.
- During the 2-day visit, PM Modi also inaugurated the ‘Arabian Gulf Cup’, the major sports (football) competition of the Gulf countries.

4. Trump made Sriram Krishnan AI policy advisor: Indian-origin businessman and venture capitalist Sriram Krishnan was appointed Senior Policy Advisor to the White House on Artificial Intelligence (AI). America’s newly elected President Donald Trump announced this on December 22.
Sriram Krishnan is currently a partner in the venture capital firm Andreessen Horiwitz.

- Sriram Krishnan is a resident of Chennai and is an engineer by profession.
- He started his first job at Microsoft in 2007 as a program manager for Visual Studio.
- After this he joined Facebook in 2013. Here he worked on many important positions including Product/Business Strategy till 2016.
- Krishnan also worked with Snapchat. Here he had created an ad tech platform before the company’s IPO.
- Sriram Krishnan joined Twitter in 2017 after working in top companies of Silicon Valley. Led the core consumer product team here. During this period, he was successful in increasing Twitter user growth by 20%.
- He had to do important work like Twitter’s home timeline, new user experience, search, discovery and audience growth. He remained associated with Twitter till 2019 and relaunched the home page.
- Sriram Krishnan had suggested to Elon Musk to take money in exchange for blue-tick. Also, after Musk bought Twitter, Sriram Krishnan played an important role in its new setup.

5. India won the Women’s Under-19 Asia Cup: India has won the Women’s Under-19 Asia Cup title. This is the first edition of the Women’s Under-19 Asia Cup. Indian team defeated Bangladesh Under-19 team by 41 runs.
The Women’s Under-19 Asia Cup was held on Sunday, 22 December in Kuala Lumpur, the capital of Malaysia.
- Bangladesh captain Sumaiya Akhtar won the toss and decided to bowl first.
- India scored 117 runs for 7 wickets in 20 overs. In reply, Bangladesh’s wickets kept falling at regular intervals. The team was all out for 76 runs in 18.3 overs.
- Gongadi Trisha, who scored a half-century for India, was adjudged the player of the match.
- Trisha played an innings of 52 runs in 47 balls. Hit 5 fours and 2 sixes.
- Apart from this, Mithila Vinod scored 17 runs in 12 balls with the help of 2 fours and 1 six.
- Whereas, for Bangladesh, Farzana Ismin took 4 wickets for 31 runs. Nishita Akhtar took 2 wickets for 23 runs.
- For India, Ayushi Shukla took 3 wickets for 17 runs. Sonam Yadav took 2 wickets for 13 runs. Parunika Sisodia took 2 wickets for 12 runs. Apart from this, VJ Joshita took 1 wicket for 11 runs.
AGREEMENT
6. Union Health Ministry signs tripartite MoU with BHU and Education Ministry: The Union Health Ministry signed a tripartite Memorandum of Understanding (MoU) with Banaras Hindu University (BHU) and the Education Ministry on December 22. Under this, more funding and technical support will be provided to BHU’s Institute of Medical Sciences (IMS).
On this occasion, Union Health and Family Welfare Minister J.P. Nadda and Union Education Minister Dharmendra Pradhan were also present.
- This MoU will bring excellence in higher education standards and research.
- It also proposes student and faculty exchange between IMS, BHU and AIIMS. This will make it easier to share knowledge and expertise.
- This will further strengthen the sectors of health facility innovation, robotics surgery and hospital administration.
- Also, this MoU will help in establishing IMS and BHU as world class institutions.
- Institute of Medical Sciences (IMS) is a prestigious institute of Banaras Hindu University (BHU) which has four divisions – Faculty of Medicine, Faculty of Ayurveda, Faculty of Dentistry and College of Nursing.
- Earlier on June 19, 2018, a Memorandum of Understanding (MoU) was signed between All India Institute of Medical Sciences (AIIMS), Delhi and Institute of Medical Sciences, Banaras Hindu University (BHU) with the aim of providing health care, medical education And to promote best practice in research.

History of 23 December: Every year 23 December is celebrated as ‘National Farmers Day’ or ‘Farmers Day’. On this day, Chaudhary Charan Singh, the fifth Prime Minister of India, was born. His birthday is celebrated as Farmer’s Day. He is said to be the biggest leader of the farmers. Chaudhary Charan Singh became the fifth Prime Minister of the country but he had to resign after only 23 days. In 1939, during the British rule, when the Congress government was formed in United Pradesh (present-day Uttar Pradesh), Charan Singh brought the Debt Redemption Bill to free the farmers from the clutches of moneylenders. In the year 2001, the Government of India decided to celebrate 23 December every year as ‘Farmers Day’ in the honor of Chaudhary Charan Singh. Chaudhary Charan Singh was born in 1902 in Hapur, Uttar Pradesh. He was the Prime Minister of the country from July 1979 to January 1980.
The National Democratic Alliance (NDA) government awarded him the country’s highest civilian honor ‘Bharat Ratna’ in the year 2024.
