2010 batch IAS officer Chandrashekhar Singh has been in the news earlier also due to his sharp attitude. In a special conversation with Dainik Bhaskar, DM Chandrashekhar apart from the slapping case, also told about his personal life and his career as a bureaucrat.
Said on the slapping incident, ‘It can be called a heat moment, for which I regret’
BPSC’s 70th pre exam was on 13th December. Candidates accused Bapu Dham Exam Center in Patna of paper leak during the exam and took to the streets. However, the Commission has rejected these allegations. Chandrashekhar says, ,There were indications from the beginning that an attempt might be made to get the paper cancelled. First an attempt was made to create the issue of normalization.
The Commission made it clear that normalization will not be implemented. After this the exam dates were extended. Till later many candidates filled the forms. Many people wanted the exam time to be extended. I think the coaching mafia is also behind this.
Chandrashekhar further says,
There was examination of about 1,20,000 candidates at the centre. These people believed that if the biggest exam center is disturbed then the exam will be cancelled. Outsiders were also present at the centre. A jammer is installed at the centre. Some people wanted to take the question paper outside and make its photo viral, so that it could be said that the paper has been leaked. On receiving the information, we and the SSP reached the spot and tried to control the situation.
Chandrashekhar says, ‘There is no question of having any personal problem with anyone. The road was blocked by some people by placing a trolley, due to which there was huge chaos. An additional center superintendent, Ram Iqbal Singh, suffered a heart attack and died on reaching the hospital. A female candidate had also fainted.
Chandrashekhar says,
Explained to the boy two-three times why he was standing here, if he did not give the exam then he could leave. You can call this a heat moment, which I regret.
Chandrashekhar also shared some CCTV footage with us. According to him, in the video, some miscreants are trying to send the question paper out, have taken the packet of looted question paper and are trying to take the question paper out by breaking the gate.
During the exam, a young man is seen picking up the copies of the candidates. Outside, some aspirants are crossing the gate.
Got success in UPSC exam for the fourth time, started preparation on the advice of friends
Dr Chandrashekhar Singh, a 2010 batch IAS officer, hails from Ganjore, a small village in Azamgarh district of Uttar Pradesh. Father Dhanushdhari Singh was in the Air Force. Chandrashekhar says, ‘There was a good amount of farming in the house. There was no financial problem. Got my initial education from the village itself. Studied from government schools till intermediate.

Chandrashekhar further says, ‘I wanted to become a teacher. So qualified NET JRF after MA. Did his PhD on the topic ‘Purusharth Chatushtaya in Mahabharata’ from Allahabad University. Then, on the advice of friends and acquaintances, I started leaning towards civil services.
Chandrashekhar says, ‘We had no knowledge about UPSC. After graduation, after seeing our friends and seniors, we also started preparing for civil services. Gave first attempt and cleared prelims.
‘After this, I had to study seriously for Mains, then Mains also got cleared. But he failed in the interview. Gave second attempt. Failed again. Got IRS for the third time. Kept preparing amidst all this. Appeared in the Civil Services examination for the fourth time in 2010. Cleared IAS in this and got Bihar cadre.

Chandrashekhar told us that he has polio in his left hand. There is more than 40% disability. Due to this, he got the benefit of reservation under PH1 category. Orthopedically handicapped candidates get reservation under this category.

Chandrashekhar Singh has been considered the District Magistrate who takes strict action against the negligence of officers or government employees. Many times, Chandrashekhar took strict action like stopping the salaries of employees when deficiencies were found during surprise inspection of government offices in Patna.
In April 2022, Chandrashekhar had come to do a surprise inspection of a government girls school. It was time for mid-day meal. Chandrashekhar sat down along with the girl students, ate dal and rice and talked to the girls.

Gave advice to the state education department, said, ‘Principal differences, not personal’ with Secretary KK Pathak
This matter is of January 2024. In view of winter, DM Chandrashekhar had ordered to keep schools up to 8th closed till 23 January. On this, a letter was sent by KK Pathak, Additional Chief Secretary, Bihar Education Department. Chandrashekhar tells that it was written in this letter that the order to keep the school closed is cancelled.
After this, Chandrashekhar Singh wrote in a reply letter to the Director of Secondary Education that the District Magistrate has the right to impose Section 144 under the jurisdiction of leave. In view of the cold wave, it has been decided to close the school. The DM takes the decision to impose Section 144 of the Code of Criminal Procedure 1973. Under this, there is no provision for taking permission from the education department. If needed, the education department can take legal opinion.
After this, the Education Department sent a letter and asked many questions to the Patna administration. This tension that lasted for two days made a lot of headlines. Chandrashekhar had also extended the holidays by three more days from January 23 to January 25. Also mentioned was the provision of jail for up to 6 months and financial penalty for disobeying the order under Section 144.
In a conversation with Bhaskar, Chandrashekhar says,
KK Pathak sir is a good officer. We have no personal differences with him, there were ideological differences. To protect the DM’s rights. Many children had died. For us it was not just a number. We extended the leave by three more days within our rights.
KK Pathak is currently the Director General of Bihar Institute of Public Administration and Rural Development (BIPARD).
Transfer on 26 January, return to Patna again on 26 June
On January 26, Chandrashekhar Singh was transferred and Kapil Ashok was made DM of Patna in his place. It was said in the government order that Chandrashekhar Singh is transferred and posted as Special Secretary in the Chief Minister’s Secretariat till further orders. He was also given additional charge of State Road Development Corporation.
The tension between Chandrashekhar Singh and KK Pathak was also considered to be a reason behind his transfer. The government was much criticized after the correspondence between both sides. Then RJD and Congress were included in the government with Nitish Kumar. Later, to avoid controversies, the government transferred the DM. However, apart from Chandrashekhar Singh, many officers were also transferred at that time.
However, as soon as KK Pathak departed from the education department, Chandrashekhar was once again made the DM of Patna after 6 months. On this Chandrashekhar says, ‘My three years in Patna had been completed. Due to elections, there was a rule that one could not stay in the same district for more than three years. That’s why I was sent to CM Secretariat.
Got discussion by getting coaching sealed in Patna
In July 2024, three students died by drowning in water filled basement of a coaching institute named RAU’S IAS in Old Rajendra Nagar area of Delhi. Patna is also a big hub of coachings. In view of the Delhi incident, Chandrashekhar Singh also got the coaching centers of Patna inspected in August 2024. He ordered the officials to immediately seal those coaching institutes which are running in basements.
Chandrashekhar says, the rule of ‘no late at 12 o’clock, no meeting at 3 o’clock’ will not work. We have formed a raiding team to ensure that employees report for duty on time.
When CM Nitish made him sit on the chair, he himself stood up and clapped.
Recently, on 10th December, there was an inauguration program of the modern Collectorate building in Patna. During this time everyone from CM to Deputy CM were present. Then CM Nitish Kumar made Chandrashekhar sit on the chair, he himself stood and clapped.

After this picture surfaced, there was a lot of discussion in the bureaucratic and political circles of Patna. This strengthened his closeness and trust with the CM. This picture is viral again. On this Chandrashekhar says that this was the nobility of CM Nitish Kumar. Chandrashekhar says, ‘He gave respect to the post of District Magistrate. When he came he asked me to sit. We said, Sir, how can I sit in front of you? On this he said no, you sit. We just sat on the chair for 15 seconds. Photographs were taken in that time.
On the latest issue, Chandrashekhar says that those who create ruckus during the exam and who destroy the entire system by spreading rumors in a planned manner are being identified. We are always ready for the convenience and welfare of the candidates, but strict action will be taken against unruly elements.
