A big scam has come to light in the recruitment of 186 high government posts in the Legislative Assembly and Legislative Council of Uttar Pradesh. On 38 posts like RO/ARO, the politicians and the owners of the external agency conducting the exam placed their relatives. All of them were given jobs in the Secretariat of UP Legislature 3 years ago. The surprising thing is that the owners of both the agencies conducting the exam have gone to jail on charges of irregularities in another recruitment. Five relatives of these owners have also become officers. Allahabad High Court had called it a recruitment scam and ordered a CBI investigation into the matter. The names of these leaders and officials have been revealed in a news of Indian Express.

In this list, there are names of PRO of the then Uttar Pradesh Assembly Speaker, several secretaries, former ministers and former special duty officers of Akhilesh Yadav and Yogi Adityanath. Apart from this, there are 5 relatives of the owners of two firms named TSR Data Processing and Rabhav. These two firms had conducted this exam during the first wave of Covid.

High Court called it a recruitment scam, ordered CBI investigation

Three candidates who failed in the exam – Sushil Kumar, Ajay Tripathi and Amrish Kumar had filed a petition against it in the Allahabad High Court in 2021. Another candidate Vipin Kumar Singh had filed a petition alleging rigging in marks.

Vipin had also said in the court that the result of the exam was never made public nor was the date of the result told. However, the Assembly Secretariat told the court that the final result was uploaded on the official website uplegiassemblyrecruitment.in. The final merit list of ARO was pasted on the notice board of the secretariat.

While hearing the case on September 18, 2023, the High Court ordered a CBI investigation in the case and said in its decision,

This is a shocking case and no less than a recruitment scam, where hundreds of recruitments were done illegally and illegally by an untrustworthy external agency.

The newspaper sought answers from all these senior officers and leaders. Know who said what –

Hridaynarayan Dixit: My PRO was appointed later. I have no role in this.

Jai Prakash Singh: My son and daughter have been appointed on the basis of merit. I don’t want to say anything more than that.

Pradeep Dubey: This matter is now in the Supreme Court. It would not be right for me to discuss this.

Rajesh Singh: I don’t want to say anything.

Former minister Mahendra Singh: Another member of his family said that Mahendra Singh has nothing to do with it.

Dinesh Kumar Singh: Dinesh Kumar Singh’s son has now become a lower court judge from the physically disabled category. Dinesh Kumar Singh said that I have no role in his appointment to the post of RO.

Efforts were also made to contact Ajay Kumar Singh, Jainendra Singh Yadav and others. These people did not give any answer.

Those accused of rigging in recruitment got the responsibility of conducting the exam.

According to Allahabad High Court records, the owners of both the firms named TRS and Rabhav have been jailed on charges of fraud in another recruitment and are currently on bail.

Till 2016, recruitment for the secretariats of UP Assembly was done through UP Public Service Commission. Later changes were made in the rules through the Legislative Assembly. From 2019, the Legislative Assembly itself started organizing this recruitment.

The High Court said on this,

By amending the rules, the Commission which conducted the examination was removed and in its place the responsibility of conducting the examination was given to an external agency. This is shocking.

In this matter, the UP Legislative Council had given a review application in the court. On October 3, 2023, the court rejected the application, saying that the court has already reviewed the records and is satisfied with the allegations. Meanwhile, CBI started investigation by taking some documents related to recruitment in its possession, but on 13 October 2023, the Supreme Court put a stay on it.

According to court records, the contract for recruitment in the assembly was given to Broadcasting Engineering and Consultancy Services (BECIL). It is a government company under the Union Ministry of Information and Broadcasting. BECIL itself had hired TSR Data Processing. However, BECIL Senior Manager Avinash Khanna says that the matter is in the court, so we cannot say anything on it. According to sources, the work of recruitment for the Legislative Council was entrusted to Rabhav. However, the UP Secretariat did not disclose the name of the firm in the court citing confidentiality of the examination. Now, on the appeal of the UP Legislative Council, the Supreme Court has stayed the CBI investigation and has fixed the next hearing of the case on January 6, 2025.
