The report of Justice John Michael Kunha Commission, created by the Government of Karnataka, came to light on Friday over a stampede on the Victory Day parade of Royal Challengers Bangalore (RCB) in Bengaluru. In this, the stadium has been described as insecure for large events.
The report states that the design of the stadium is not such that a large number of people can gather safely there. The stadium has a severe lack of basic facilities like congestion, admission and withdrawal system, parking and emergency plans. The Commission said,
In future, such large events should be held only in places where international security standards are met. Also, there should be no major event in old stadiums without necessary improvement.
The stadium was to have an initial and semi -final match of the Women’s ODI World Cup from 30 September to 2 November, but now whether the matches will be held or not. KSCA has also decided to have its state level T20 League ‘Maharaja Trophy’ without the audience.
RCB, DNA Entertainment and KSCA responsible
Apart from this, the committee has held the RCB franchise, their event partner DNA Entertainment and Karnataka State Cricket Association (KSCA) responsible for the incident and KSCA President Raghuram Bhat, former Secretary A Shankar, former Treasurer ES Jairam, RCB’s Vice President Rajesh Menon and DNA Entertainment have been acted upon.

17 July: Government of Karnataka blamed RCB

However, the government also said that the sudden cancellation of the event could have provoked violence and law and order in the city would have deteriorated. The government had said in the court that they want to keep the report confidential but the court said that there is no legal basis for such secrecy.

RCB reported the parade to the police, not taken permission According to the report, RCB reported the Victory Parade to the police on winning the IPL title after 18 years of the team on 3 June, but this information was only information instead of seeking permission. Whereas, under the law, it is necessary to get permission for such events at least seven days in advance. RCB did not apply for official permission. Police were not informed about the number of crowds, arrangements, or possible problems, so permission was not received.
2. Public invitation without police advice The report said that RCB announced a free entry on its social media handle at 7:01 am on June 4 and invited people to join the Victory Parade from Vidhan Sabha to Chinnaswamy Stadium. Another post was done at 8 am and a video of Virat Kohli was shared at 8:55 am, in which he spoke of a celebration with the people of Bangalore and RCB fans. At 3:14 pm, RCB first gave free pass information, which was not clear earlier.

3. More than three lakh people gathered who more than the capacity of the stadium The report claimed that these posts of RCB were viewed more than 44 lakh times, due to which more than 3 lakh people gathered. According to BMRCL data, 9.66 lakh people used the metro that day, which was much higher than 6 lakhs of normal days. The crowd was not only on the stadium, but also on the 14 km route from HAL Airport to Taj West End, where the team landed.
Around 3 pm, the crowd suddenly increased near the Chinnaswamy Stadium. The stadium has a capacity of only 35,000, but 3 lakh people have gathered. The late RCB’s passing announcement created confusion and anger. The gates were not opened on time by the organizers and in a systematic manner, due to which the mob broke gate number 1, 2 and 21. Gate number 2, 2A, 6, 7, 15, 17, 18, 20 and 21 stamped stampede. The police immediately tried to control the situation.
4. Why was the parade not stopped? The report said that the sudden cancellation of the event could have provoked violence and the law and order in the city could have deteriorated. Therefore, instead of completely closing the event, its time was reduced and monitoring was extended. This decision was taken keeping in mind the large number of people and lack of information, so that riots or violence could be avoided on a large scale.

BCCI Lokpal has also sought answers The Board of Control for Cricket in India (BCCI) Lokpal Justice Arun Mishra (Retired) sought a written response from Royal Challengers Bangalore (RCB) and Karnataka State Cricket Association (KSCA) on July 2 last month for a written reply for a stampede during the Victory Ceremony in Bangalore.
The BCCI Lokpal was complained of negligence by RCB and KSCA in the Victory honor by a person named Vikas to BCCI Lokpal. He has accused RCB and KSCA that on June 4, RCB violated security criteria during the Victory Ceremony and was negligent in organizing ceremonies.
The complainant has also urged the Lokpal that until the investigation of the incident is completed, the existing owners should be stopped from selling franchisees.
