NATIONAL
1. Supreme Court gave 15 instructions on bulldozer action: While giving its verdict on bulldozer action, the Supreme Court issued 15 guidelines on 13 November. The court said that if a decision has been taken to demolish the house, then 15 days’ time should be given. Videography of the house demolition action is necessary. If any officer violates the guidelines, he will get the property rebuilt at his own expense and will also pay compensation.
The bench of Justice BR Gavai and Justice KV Vishwanathan gave its verdict on the bulldozer action.
- After continuous bulldozer action in Uttar Pradesh, Madhya Pradesh and Rajasthan, Jamiat-Ulema-e-Hind had filed a petition in the Supreme Court.
- It was alleged that Muslims are being targeted in BJP ruled states and bulldozer action is being taken.
- The central government had argued that the court should not tie our hands with its decision. No one’s property has been demolished because he has committed a crime. Action has been taken under the law against the illegal encroachment of the accused.
Supreme Court’s guidelines on buzzdozer action –
- If an order for bulldozer action is issued, time should be given to appeal against it.
- Women and children come on the streets due to demolition of houses overnight, this is not good. Officials can wait.
- These guidelines do not address illegal encroachments, such as illegal construction on roads or river banks.
- No property will be demolished without show cause notice.
- A notice will be sent to the owner of the construction through registered post and will also be pasted on the wall.
- After sending the notice, 15 days time will be given.
- Information should also be given to the Collector and District Magistrate.
- DM and Collector should deploy nodal officers to keep an eye on such actions.
- The notice should include the reason for demolition of the property, the time of its hearing and the information of the officer. Create a digital portal for notices and order details.
- The officers themselves should hear the hearing and it should be recorded. A final order should be passed in which demolition of the property is necessary or not.
- The order should be uploaded on the digital portal.
- After giving the order to demolish the illegal construction, give the person 15 days’ time. So that he can drop or remove it himself. If there is no stay on the order, then bulldozer action should be taken.
- The action of demolition of property should be videographed. It should be kept safe and the action report should be submitted to the Municipal Commissioner.
- Not following the guidelines will be considered contempt of court. The responsible officers should rebuild the demolished property at their own expense and also give compensation.
- Our directions should be sent to all the Chief Secretaries.
2. PM Modi will visit Nigeria, Brazil and Guyana: Prime Minister Narendra Modi will visit Nigeria, Brazil and Guyana between 16 and 21 November 2024. On the invitation of the President of the Republic of Nigeria ‘Bola Ahmed Tinubu’, PM Modi will first leave for Nigeria.
This will be the first visit by an Indian Prime Minister to Nigeria in 17 years.
- During the visit, the Prime Minister will review the strategic partnership between India and Nigeria and discuss new directions to further strengthen bilateral relations.
- The Prime Minister will also address a conference of the Indian community in Nigeria.
- After Nigeria, PM Modi will visit Rio de Janeiro, Brazil on November 18-19, where he will attend the G20 summit hosted by Brazilian President Lula da Silva.
- During this, the Prime Minister will present India’s position on various global issues and discuss the outcomes of the “Voice of the Global South” summits that India has organized in the last two years.
- After this, PM Modi will go on a state visit to Guyana on 19-21 November at the invitation of the President of the Republic of Guyana, Mohammed Irfan Ali.
- This visit will be the first visit by an Indian Prime Minister since 1968.
- In 2023, President Ali of Guyana visited India and participated as the chief guest of the 17th Pravasi Bharatiya Divas in Indore, Madhya Pradesh, where he was awarded the Pravasi Bharatiya Samman.

3. British writer Samantha Harvey wins Booker Prize for Fiction: British writer Samantha Harvey won the Booker Prize for Fiction for her novel ‘Orbital’ on 12 November. Orbital is a short novel set on the International Space Station. This is the best-selling book in the UK this year. Samantha Harvey is the first woman to win this award since 2019.
Harvey was declared the winner at a ceremony held at Old Billingsgate, London. As a prize, he received a cash amount of 50,000 pounds i.e. approximately Rs 53.7 lakh and a trophy.
- This novel is about 6 astronauts who are orbiting the Earth. All of them go through a cycle of 16 sunrises and 16 sunsets, stuck with each other.
- Harvey has called his novel ‘Space Pastoral’ i.e. pasture of space.
- Harvey began writing it during the lockdown of the COVID-19 pandemic.
- Writer and artist Edmund de Waal chaired the five-member jury.
- The Booker Prize is a separate award from the International Booker Prize.
- The International Booker Prize is awarded every year to a book published in Britain or Ireland and translated into English. At the same time, the Booker Prize is given to any novel written in English.
- The Booker Prize was earlier known as the ‘Man Booker Prize’.
- Between 1969 and 2001 it was known as the Booker Prize for Fiction.
- At the same time, between 2002 and 2019 it was known as the Man Booker Prize.

4. Munaf Patel becomes bowling coach of Delhi Capitals: Former fast bowler Munaf Patel has been made the bowling coach of Delhi Capitals. Munaf Patel retired from international cricket in 2018.

5. 16th edition of India Game Developer Conference begins: Today, 13th November, the 16th edition of India Game Developers Conference (IGDC) started in Hyderabad. This conference will run till November 15, 2024, in which more than 250 speakers are participating. These speakers also include famous American game designer Jordan Weissman, who has created popular games like BattleTech ChaWarrior and Shadowrun.
It is being organized through All India Game Developers Forum (AIGDF).
- The India Game Developers Conference aims to highlight the rapid growth of India’s gaming and entertainment sector.
- About 20 thousand participants are expected to attend this conference which will last for three days.
- It will also feature the IGDC Awards, Indie Initiative, policy roundtables and workshops, as well as an expo with over 100 booths.
- Its purpose is to help studios and developers present their concepts to investors.
- The 2023 edition featured nearly 1,800 curated meetings between more than 70 investors and publishers.

Major General Kaushik Mukherjee takes over as General Officer Commanding of ‘Ace of Spades’ Division: Major General Kaushik Mukherjee took over as the General Officer Commanding (GOC) of the strategic ‘Ace of Spades’ division on January 13. He has been given the responsibility of security of the Line of Control- LOC in the border districts of Rajouri and Poonch.
Mukherjee has replaced Major General Gaurav Rishi (right).
- ‘Ace of Spades’ is also known as 25 Infantry Division.
- Its headquarters is in Rajouri city.

History of 13 November: On this day in 1917, the famous progressive poet Gajanan Madhav ‘Muktibodh’ was born in Sheopur, Madhya Pradesh.
