1. Supreme Court gave 15 instructions on bulldozer action: While giving its verdict on bulldozer action, the Supreme Court issued 15 guidelines on 13 November. The court said that if a decision has been taken to demolish the house, then 15 days’ time should be given. Videography of the house demolition action is necessary. If any officer violates the guidelines, he will get the property rebuilt at his own expense and will also pay compensation.

  • After continuous bulldozer action in Uttar Pradesh, Madhya Pradesh and Rajasthan, Jamiat-Ulema-e-Hind had filed a petition in the Supreme Court.
  • It was alleged that Muslims are being targeted in BJP ruled states and bulldozer action is being taken.
  • The central government had argued that the court should not tie our hands with its decision. No one’s property has been demolished because he has committed a crime. Action has been taken under the law against the illegal encroachment of the accused.

Supreme Court’s guidelines on buzzdozer action –

  1. If an order for bulldozer action is issued, time should be given to appeal against it.
  2. Women and children come on the streets due to demolition of houses overnight, this is not good. Officials can wait.
  3. These guidelines do not address illegal encroachments, such as illegal construction on roads or river banks.
  4. No property will be demolished without show cause notice.
  5. A notice will be sent to the owner of the construction through registered post and will also be pasted on the wall.
  6. After sending the notice, 15 days time will be given.
  7. Information should also be given to the Collector and District Magistrate.
  8. DM and Collector should deploy nodal officers to keep an eye on such actions.
  9. The notice should include the reason for demolition of the property, the time of its hearing and the information of the officer. Create a digital portal for notices and order details.
  10. The officers themselves should hear the hearing and it should be recorded. A final order should be passed in which demolition of the property is necessary or not.
  11. The order should be uploaded on the digital portal.
  12. After giving the order to demolish the illegal construction, give the person 15 days’ time. So that he can drop or remove it himself. If there is no stay on the order, then bulldozer action should be taken.
  13. The action of demolition of property should be videographed. It should be kept safe and the action report should be submitted to the Municipal Commissioner.
  14. Not following the guidelines will be considered contempt of court. The responsible officers should rebuild the demolished property at their own expense and also give compensation.
  15. Our directions should be sent to all the Chief Secretaries.

2. PM Modi will visit Nigeria, Brazil and Guyana: Prime Minister Narendra Modi will visit Nigeria, Brazil and Guyana between 16 and 21 November 2024. On the invitation of the President of the Republic of Nigeria ‘Bola Ahmed Tinubu’, PM Modi will first leave for Nigeria.

3. British writer Samantha Harvey wins Booker Prize for Fiction: British writer Samantha Harvey won the Booker Prize for Fiction for her novel ‘Orbital’ on 12 November. Orbital is a short novel set on the International Space Station. This is the best-selling book in the UK this year. Samantha Harvey is the first woman to win this award since 2019.
