NATIONAL
1. Banking Laws (Amendment) Bill, 2024 introduced in Lok Sabha: Union Finance Minister Nirmala Sitharaman introduced the Banking Laws (Amendment) Bill in the Lok Sabha on December 3. This bill also got approval. Under this bill, there is a proposal to increase the nominee in the bank account.

- Under the existing rules, only one person was allowed to be a nominee for deposits in a bank account or goods kept in a locker, but now people will have the option to add 4 nominees to their bank account.
- Depositors will now also have the facility of sequential nomination, that is, they will be able to add nominees one after the other at different times.
- In this new bill, 19 amendments are also proposed in 5 existing laws for multi-state cooperative societies providing banking services and bank auditing etc.
- The 5 existing laws in which changes are being made are – Reserve Bank of India Act-1934, Banking Regulation Act-1949, State Bank of India Act-1955, Banking Companies (Acquisition and Transfer of Undertakings) Act-1970 and Banking Companies ( Acquisition and Transfer of Undertakings) Act, 1980.
2. Chandigarh became the first state in India to fully implement three criminal laws: On November 3, Chandigarh became the first union territory in the country to fully implement the three new criminal laws. All three laws – Indian Civil Code (BNS), Indian Civil Code (BNSS) and Indian Evidence Act (BSA) will be fully implemented across the country within 3 years.
On December 21, 2023, the Parliament of India passed 3 new criminal laws to replace the existing criminal laws.
- These were approved by President Draupadi Murmu on 25 December.
- The laws were implemented across the country from July 1, 2024.
- In this way, the Indian Penal Code (IPC) made in 1860 has now been replaced by the Indian Judicial Code (BNS) 2023.
- In the BNS Act, 22 provisions of IPC have been repealed and 175 have been changed. Along with this, 8 new sections have been added to the law.
- There are a total of 356 sections in the Indian Judicial Code, 2023.
- At the same time, Indian Civil Defense Code 2023 has now been implemented in place of CrPC made in 1898.
- Through the Indian Civil Defense Code, 9 provisions of CrPC were repealed, 160 provisions were changed and 9 new provisions were included.
- The Indian Civil Defense Code now has a total of 533 sections.
- Apart from this, the Indian Evidence Code of 1872 has been replaced by the Indian Evidence Code 2023.
- Indian Evidence Act 2023 i.e. 5 provisions of the existing Indian Evidence Code have been repealed. Along with changes in 23 provisions, a new provision has also been included.
- Now there are a total of 170 sections in the law.

3. Devendra Fadnavis will be the next Chief Minister of Maharashtra: Devendra Fadnavis will be the next Chief Minister of Maharashtra. On December 4, Fadnavis along with Shiv Sena leader Eknath Shinde and NCP leader Ajit Pawar staked claim to form the government in front of Governor CP Radhakrishnan.
The swearing-in program will take place on December 5 at 5:30 pm at Azad Maidan, Mumbai.
- In the Maharashtra Assembly elections 2024, the Mahayuti alliance had won 230 seats. The BJP in the alliance won 132 seats, Shiv Sena (Eknath Shinde) 57 and NCP (Ajit Pawar) 41 seats.
- The Congress-led Maha Vikas Aghadi Alliance (MVA) was reduced to 46 seats. Shiv Sena (Uddhav) got 20 seats, Congress got 16 seats and NCP (Sharad Pawar) got 10 seats. SP has also won 2 seats. 10 seats went to others.
- Voting was held on 20 November for 288 seats of Maharashtra Assembly. This time there was 4% more voting than in 2019. In 2019, 61.4% votes were cast. This time voting increased to 65.11%.
Appointment
4. Center approved the appointment of Justice Manmohan as Supreme Court judge: On December 3, the Central Government approved the appointment of Delhi High Court Chief Justice Manmohan as a Supreme Court judge. Minister of State for Law Arjun Ram Meghwal made this announcement on social media platform X.
After Justice Manmohan takes oath, the number of judges in the Supreme Court will increase to 33. The total number of judges approved in the Supreme Court is 34.
- The collegium had recommended the name of Justice Manmohan on November 28.
- This was the first collegium meeting of Supreme Court Chief Justice Sanjiv Khanna.
- Apart from the Chief Justice, the collegium included Justice BR Gavai, Justice Surya Kant, Justice Hrishikesh Roy and Justice AS Oka.
- Justice Manmohan was born on December 17, 1962 in Delhi.
- He is the son of Jagmohan Malhotra, former Governor of Jammu and Kashmir and former Lieutenant Governor of Delhi.
- Justice Manmohan has done BA (Hons) in History from Hindu College.
- He did LLB from Law Centre, Delhi University in 1987.
- He started his career by practicing law in the Supreme Court and Delhi High Court. During this period, he advocated in civil, criminal, constitution, taxation, trademark and service cases.
- This includes high profile cases like Dabhol Power Company, Hyderabad Nizam Jewelery Trust, Claridges Hotel controversy, Modi family, Gujarat Ambuja Cement sales tax case and Fatehpur Sikri encroachment.
- Justice Manmohan was appointed Additional Judge of Delhi High Court in March 2008 and promoted as Permanent Judge in December 2009.
- He became the Acting Chief Justice of Delhi High Court on November 9, 2023 and was appointed Chief Justice on September 29, 2024.
- There is a fixed process for selecting judges of the High Court and the Supreme Court, which is called the Supreme Court Collegium. The most senior judges of the Supreme Court are included in it.
- The Center accepts its recommendations and appoints the new CJI and other judges.
- According to tradition, the most senior judge on the basis of experience in the Supreme Court becomes the Chief Justice.
- This process takes place under a memorandum, which is called MoP i.e. ‘Memorandum of Procedure for the Appointment of Supreme Court Judges’.
- MoP was prepared for the first time in the year 1999.

5. ISRO’s spacecraft ‘Proba-3’ launch rescheduled: ISRO has today rescheduled the launch of the European Space Agency’s spacecraft ‘Proba-3’. Now it will be launched tomorrow on 5th December.
The launch will take place from the Satish Dhawan Space Center in Sriharikota.
- ‘Proba-3’ will be launched by ISRO’s commercial wing ‘Newspace India Limited’. For this he has received an order from the European Space Agency.
- It is the world’s first mission consisting of 2 spacecraft: the Coronagraph Spacecraft (CSC) and the Occulter Spacecraft.
- Both spacecraft will be launched together.
- ISRO has already launched 2 Proba missions and both the missions were successful.
- Proba-1 mission was launched in 2001. Proba-2 mission was launched in 2009.
6. China made the fastest running robot: Chinese robotics company Robot Era has created a robot named STAR1 on December 3. This is the fastest robot in the world, which can run at a speed of 12.96 km per hour.
The 5.6 feet tall robot was dressed in sneakers. It is capable of running even on grass and sand.
- This is faster than the speed of Tesla’s Humanoid Optics and Boston Dynamics’ Atlas i.e. 11.88 km per hour.
- STAR1 has defeated the H1 robot of Chinese company Unitri.
- The H1 robot made a record in March 2024 by running at a speed of about 12 kilometers per hour.

7. Famous squash player Raj Manchanda passed away: On December 3, famous squash player Raj Manchanda passed away in New Delhi. He was 79 years old. He was a 6-time national champion. He won his first title at the age of 33.
One of the most popular faces of Indian squash, Manchanda was the national champion from 1977 to 1982 and won 11 titles for Army.
- Raj Manchanda led the Indian Squash team to a silver medal in the Asian Team Championship held in Karachi in 1981 and a bronze medal in the Asian Championship held in Jordan in 1984.
- Manchanda was first seen as a Captain of the Electrical and Mechanical Engineer Corp (EME) of the Indian Army.
- In 1983, he was awarded the Arjuna Award for his contribution to sports.
BUSINESS
8. Brand value of IPL reaches Rs 1 lakh crore: The total brand value of the world’s most popular T-20 cricket league IPL has increased by 13% to 12 billion dollars i.e. Rs 1.01 lakh crore. This information has been given in the report released on December 3 by brand valuation company ‘Brand Finance’.
- The brand value of four IPL teams – Chennai Super Kings (CSK), Mumbai Indians (MI), Royal Challengers Bangalore (RCB) and Kolkata Knight Riders (KKR) has also crossed $ 100 million for the first time.
- CSK has the highest brand value among the 10 teams of IPL. The value of Chennai has increased by 52% to Rs 1,033 crore.
- At the same time, Mumbai is at second place in terms of brand value, its valuation has increased by 36% to Rs 1,008 crore.
- RCB is at third place with a brand value of Rs 991 crore.
- KKR is at third place with a brand value of Rs 923 crore.
- SRH is at number five in this list.
- For the first time in 2023, the total brand value of IPL crossed 10 billion dollars. Last year it was 10.7 billion dollars.
- At the same time, in 2009, the valuation of IPL was 2 billion dollars i.e. about Rs 16,943 crore.

History of 4th December: Indian Navy Day is celebrated every year on 4 December in the country. On this day in 1971, India won the war with Pakistan. On 4 December 1971, the Navy also used anti-ship missiles for the first time in war under ‘Operation Trident’. This war lasted for 7 days, in which the Indian Navy hoisted the flag of victory.
